Challenges Remain for Humanitarian Assistance in Gaza's Urban Center Regardless of Ceasefire

Although the border entry point with Egypt starts functioning this week, humanitarian organizations encounter significant obstacles delivering assistance to northern Gaza, the area worst hit by hunger, analysts state.

Infrastructure Problems

Key roads are virtually impassable due to widespread damage across the conflict-affected area – or remain under the control of Israeli forces. Any transport that stops working is almost certainly instantly looted.

The main entry point, the key gateway to the north, damaged by multiple years of war, has been inactive for several weeks, and Israeli officials have notified aid groups in Gaza that there are no current intentions to open the crossing, per reports from humanitarian staff.

Destruction in Northern Gaza

The northern urban center was the objective of a large-scale military operation begun in August that was continuing when the peace agreement was signed a week ago.

Devastation in the northern region has been extensive, with entire towns including Beit Lahiya and adjacent communities in destroyed as well as many of the outlying areas of the urban center.

"Any operation of a access route into Gaza is positive, but we need to guarantee we can access populations where they are," stated a policy expert from an international NGO.

Aid Situation

Witnesses said many of the approximately 300,000 people who have come back to the northern area from the crowded shelter regions where they had been sheltering during the Israeli offensive were now "staying" among the ruins of their homes, often without any protection and with scarce food or water.

A representative from a UN agency said the damage in the northern territories was "shocking".

"We see street after street, building after building ... there is urgent requirement for water. Conditions are severe. We require each access route operational," the representative, who was in Gaza City recently, said.

Limited Access

A local director working from Gaza City said the necessities in what used to be the area's active economic and cultural hub were "enormous".

"We see hope and hope but there needs to be immediate enhancement on the border points. There has been no any significant change on the ground yet," the official stated.

"There remains a insufficient volume of aid [and] we are only starting to comprehend the extent of damage. Multiple thoroughfares are just full of ruins ... there is scarcely a building that is undamaged. We see destruction and unexploded ordnance throughout the area."

Current Changes

In recent days, relief groups said modest volumes of necessary propane came into Gaza for the first instance in many weeks, along with shipments of wheat, grains and fresh vegetables. The additional resources sent commercial prices falling.

Within a central community, a local resident said there had been some improvement since the truce.

"Commercial areas are containing supplies, vegetables, and fruits, although the prices are continuing to be expensive and not attainable for all people," the person stated.

Cold Season Needs

"The primary requirements now, especially with the approach of winter, are to have a shelter to keep us safe from the low temperatures and winter clothes because the shops do not have sufficient clothing for us or, if they can be found, they are very few and prohibitively costly."

Several organization-assisted bread-making centers in mid and southern regions have resumed functioning since the truce.

Assistance Delivery

Transport were stated to have come through the humanitarian corridor from Israel to Gaza during recent days, though specific quantities were unclear.

Israel's public broadcaster announced that recent assistance transports would include edible goods, healthcare equipment, energy sources, propane and equipment to repair crucial facilities.

"Relief supplies remains flowing to the Gaza territory through the humanitarian corridor and additional routes after safety verification," an military representative said.

Allocation Problems

But monitoring the volume of transports could be inaccurate, advised a professional from a humanitarian organization. "We must determine the materials within the vehicles and their capacity levels for it to be a really meaningful metric," the official added.

Business entities are dispatching fleets of trucks carrying sweets, soft drinks and treats, which have little nutritional value, while urgent medical support for young people or others who have lacked sufficient nutrition for two years are unavailable.

Treatment Conditions

Within the northern urban center, only few nutritional outpatient clinics are functioning, compared with numerous in summer.

Many agencies have substantial resources of humanitarian goods stored around Gaza pending distribution. An international organization assisting the population across the region for many years has multiple months of supplies of nutrition for everyone in Gaza prepared to be transported.

"We possess the supplies, the equipment and the expertise ... we just need the entry," said a relief official, just returning from Gaza.

Diplomatic Considerations

A proposed plan specifies that "comprehensive" support should enter Gaza and be distributed through the UN and the Red Crescent, without disruption from any military groups or state authorities.

This appears to exclude the disputed authority-approved aid group which commenced activities in spring, resulting in chaotic scenes and multiple fatalities as large groups of people congregated around its aid locations.
